improved the implementation for the inner-station classes

The implementation for inner-station classes in the TrigT1TGC package is improved. The data retrieval and decoding has been migrated from LVL1TGCTrigger to each inner-station classes. In addition, a TMDB object migrated from a raw-pointer to the smart-pointer.
