Added computation of outliers + shared pixel hits for ITk endcap inner layers

This MR:

  • moves the computation of the pixel + SCT outliers from the InDetTrackSummaryHelperTool into the TrackParticleCreatorTool, as a follow-up to ATLASRECTS-2807
  • adds the computation of the outliers and shared pixel hits for the ITk endcap inner layers

Checked to leave unchanged the Run 3 outputs + Run 4 outputs except for the additional endcap fields
