Add cell association for LRT tracks; Lower standard track pT threshold for cell association

Jackson Carl Burzynski requested to merge jburzyns/athena:LRTCaloAssocFix into master
  • Adds missing calo cell association for LRT tracks as discussed in ATLASRECTS-7452.
  • Lowers the pT threshold for cell association from 25 GeV to 10 GeV for both standard and LRT tracks

Currently tested and working in both CA-based and legacy configs. Note: this changes the output of reconstruction.
