gFEX trigger towers from simulation

Cecilia Tosciri requested to merge ctosciri/athena-old:gFex_TriggerTowers into master

With this MR, the gTower EDM is filled in simulation in order to enable the emulation of the gTowers using decoded SuperCells as input. Additionally, a gTower ID is assigned to the saved gTowers, both in simulation and in data (in ByteStream input decoder). The ID assignment requires some rearrangements of the gTowers to resemble the FW behavior.
