Make ILayerProvider interface more similar to ILayerProviderCond interface

(I)LayerProvider is only used in the simulation now. This merge request updates the code to better match the (I)LayerProviderCond classes used in the reconstruction. This will allow further code sharing in follow-up merge requests. No output changes expected.
