removed VRTrack jets radius parameters

With this MR the min, max and rho parameters to define the VRTrack jet radius are hardocoded to the values of the only VRTrack jet collection supported in FTAG for the calculation of the relative and absolute DR IN VRJetOverlapDecorator. These values are not store in the derivation as it was for R21.
