Remove R21 AOD DQ AthenaMonitoring test

R21 AOD lack particle flow objects, and it is impractical to maintain support for running R23 monitoring on them as a requirement, so these tests will be removed. If a specific need is identified to run on R21 AOD we will make an ad hoc fix.
