New (combined) ART test for LAr Electronic Calibration

Replace the two ever-failing ART tests test_larcalib_pedestal and test_larcalib_ramp by a new ART test, running the first three steps of the LAr Electronic Calibration procedure (pedestal, delay, ramp) in one go. This is what we do in production.
