Avoid building detailed TRT Tracking Geometry for ATLFAST3 Simulation jobs

Building the detailed TRT Tracking Geometry is not required if we are not running with Fatras. I.e. if are only using the extrapolator in the Calorimeter for FastCaloSim. It seems that the legacy configuration does not build the detailed tracking geometry for reconstruction either.

This fixes ATLASSIM-6061, where differences in ATLFAST3MT simulation output were been observed between CA-based and legacy configuration.
