RAWtoALL_Skeleton: write metadata to TagInfo for CA

In the legacy configuration, RecExCommon sets the output TagInfo with some metadata from the input which is later read by FileMetaDataCreatorTool and propagated to output file metadata. This MR adds some missing metadata into TagInfoMgr.
