Remove no longer needed legacy config.

Mark Hodgkinson requested to merge atlas-particleflow-software/athena:mhodgkin_cleanPFlowPython into master

This removes a python file which was used in the old style job option pflow config. It is no longer used anywhere according to a lxr search, which is expected because pflow only uses the CA config in offline reco nowadays.
