Add ART Test for ACTS CKF

Following the developments made by @adye that are being introduced in Athena with !58655 (merged) we are also adding with this MR a new ART Test for checking per CKF performance

Connected to JIRA: ATLIDTRKCP-355

Also, extending the changes from !59991 (merged) to a few additional files (/cc @tadej)
