Update of Tracking geometry CA config

Thomas Strebler requested to merge tstreble/athena:TrackingGeoCA into master

Episode 4 Season 2 of updates of tracking CA configs. This MR covers the tracking geometry configurations. Checked to leave the Run 3 and Run 4 outputs unchanged.

Also required update of HGTD SinglePadClusterTool tool config, to set up the HGTD Detector manager.
