TrigTauRec: propagate offline tau ConfigFlags update

Hello,

This MR is fixing the crash reported in ATR-26895. The ConfigFlags used for offline tau reconstruction were recently updated (!60012 (merged)), and this needs to be propagated to HLT tau reconstruction.

Adding the urgent label.
