enable TCT ART tests in branch 23.0

Just doing it for all those that were enabled in branch 22.0.

Also two small fixes: one for currently-broken test_reprocessing_with_derived_outputs, although it will still fail but now for a different reason; I checked on lxplus that it does run properly if the DESDM_EGAMMA output is removed. See discussion in MR59966. The other for currently-broken test_reco_with_derived_outputs_2, adding the same DQM tweaks as for the q223 test. Forgot to test it, let's see.
