Draft: PixelConditionsAlgorithms: set doRUN3PIXLinearExtrapolation to true by default

As discussed in ATLPHYSVAL-915, doRUN3PIXLinearExtrapolation shall be set to true by default, as it successfully passed PhysVal validation, and was used in the fast reprocessing of data22.
