Minor update to STGC_Overlay configuration

Merged John Derek Chapman requested to merge jchapman/athena:STGC_OverlayFix_master into master

Update C++ default value for STGC_Overlay.IntegrationWindow, so that it does not have to be overidden in the configuration. This also means that CA-based config will pick up the correct value.
