TileRecUtils: Use TileBadChannels conditions object in DQ status tool

Tile DQ status tool has been modified to use TileBadChannels conditions object directy instead of using it via Tile bad channels tool.

Tile DQ status configuration and the corresponding test have been updated accordingly.
