TileRecUtils: Use TileBadChannels conditions object in Tile cell builder tool

Tile cell builder tool has been modified to use TileBadChannels conditions object directy instead of using it via Tile bad channels tool.

Tile cell builder configuration and the corresponding test have been updated accordingly.
