Tracking CA config update BPHY10 and IDTR2

Merged Thomas Strebler requested to merge tstreble/athena:TrkConfigJan30 into master

Episode 5 Season 2 of updates of tracking CA configs, bringing together the configs of the same C++ tools. This MR covers :

  • the InDetHardScatterSelectionTool package
  • the InDetUsedInFitTrackDecoratorTool package
  • configs relevant for the V0 reconstruction, mostly used in BPHY10 and IDTR2 formats
