AthenaPoolCnvSvc+OutputStreamAthenaPool: Configure PoolWriteCfg from within OutputStreamConfig

As discussed in ATEAM-883, we now call PoolWriteCfg from within OutputStreamConfig. The former is now cached to avoid multiple calls.
