Do not configure Tile muon receiver in Run1 (ATLASSIM-6353)

Initialization of TileEMScale conditions ojbect in TileMuonReceiverDecision algorithm has been fixed to avoid it in Run1 geometries.

Old-style and ComponentAccumulator based configurations have been updated to avoid configurations of Tile muon receiver algorithms for Run1 geometries.
