TrigServices: CA config for MessageSvc

CA configuration for the MessageSvc which is now also setup in TrigServicesCfg. For the legacy job options we also need to explicitly add it to ServiceMgr to avoid it being created with the wrong type.

Relates to ATR-26800.

Also delete two unused job options.
