MuGirlStauAlg - Prevent NSW entering via the Hough pattern

That's a follow-up of !59839 (merged), where I thought to remove all the NSW hits from the slow muon reconstruction chain. Nevertheless, I am still observing

in recent master jobs. The NSW is a zombie 😱. It took me a bit to realize that the hits enter via the hough patterns as well.
