dqm_algorithms: Add possibility to ignore bins in MaskedBinRow algorithm

MaskedBinRow algorithm has been updated to add possibility to specify global bins which should be ignored during the test using this algorithm. This possibility is supposed to be used to mask known issues during check of histograsm with Tile data corruption.
