Updated Tau+FTAG CA vertex configs

Episode 7 Season 2 of updates of tracking CA configs, bringing together the configs of the same C++ tools. This MR covers various vertexing tools used for Tau and BTagging.

Checked to leave unchanged the AOD content for Run 3 and Run 4 configs.
