eFexTower EDM improvements and monitoring

Will Buttinger requested to merge will/athena:efexTowerID into master
  • eFexTowerID from eta/phi coordinate rather than aux variable
  • extra method to flag which counts should be ignored because they are disconnected or otherwise unused
  • Enhancement of EfexInputMonitorAlgorithm to allow comparison between data and emulated efexTowers using these new methods
