Added BPHY24 Derivation, used for R(K-short) analysis. Made several edits to DerivationFrameworkBPhys tools:

  1. Edits to JPsiPlusV0Cascade tool to include JPsi to ee
  2. Edits to VertexTrackIsolation tool to subtract electron tracks (GSFTrackParticles) from cones
  3. Edits to VertexTrackIsolation tool to account for tracks from neutral particles
