Simplifly acts-based strip clustering by using ACTS 1D grid optimizations

An optimization for clustering on 1D grid was recently ported from Athena to ACTS, and the tag containing them is now in the externals. Therefore, this MR removes the Athena optimizations in favor of the ACTS ones.
