L1Calo Phase1 eFEX TOB decorator and config update (ATLASRECTS-7473)

Following on from legacy L1Calo tool configuration for CA this MR adds the TOBEtTool and eFEXTOBDecorator to the Phase-1 config, the changes are:

  • add config for existing eFEXTOBEtTool in L1CaloSim
  • add the eFexTOBDecorator algorithm to decorate eFEX TOBs with recalculated isolation variables from above tool
  • Update L1CaloFexAlgos config to include the new eFEX TOB decorator
  • Rename jFexEmulatedTowersCfg to FexEmulatedTowersCfg and add the config of the eFEX tower builder to it
