MuonPatternTools - Preparation of updates for cosmic reconstruction

Hi everybody,

currently none of the tools is used in production code, but this will change for the cosmic reconstruction once !58268 (closed) is accepted. This MR breaks out the changes related to the cosmic pattern finding

  • Integration of the NSW into the MuonHoughPatternTools
  • Get rid of the garbage collector in MuonCombinedPatternTools & various other fixes
