MainServicesConfig: move SGInputLoader into AvalancheSchedulerSvcCfg

Move the configuration of the SGInputLoader into AvalancheSchedulerSvcCfg to allow for easier re-use in the HLT.

Adapt the relevant places in the HLT to use the scheduler flags for its configuration.
