Avoid unnecessary copying of collections in Fast Chain jobs

John Derek Chapman requested to merge jchapman/athena:FastChain_AvoidExtraCopying_main into master

Currently the xAOD::EventInfo object and the TrackRecordCollection objects are inconsistently copied between legacy and CA-based configuration FastChain_tf.py jobs. This MR attempts to clean this up.
