AnalysisTop: Add Phase-1 Jet/MET R22 Recommendations for FTAG calibration.

While using the specialised rel22/Winter2023_PreRec/R4_SR_Scenario1_SimpleJER.config requested in ATLASG-2464 for FTAG calibration work was technically already possible with AnalysisTop, this MR makes the required config choices more clear.

Additionally, regular analysis users are warned when using Jet/MET JES/JER config options not supported for analysis in R22.

This MR addresses ANALYSISTO-1283.
