AnalysisTop: Add MC20/MC21 switch based on run config flag

The JetUncertainties tools need to be supplied with the correct MC-type, which may be MC20 or MC21 for R22. Therefore, a differentiation for these based on the IsRun3 config option present in AnalysisTop is added here in addition to the existing differentiation between fullsim and fastsim samples.

This MR addresses ANALYSISTO-1284.
