STGC pad trigger RDOs: add 4 attributes. And in decoder, return by const ref

Hi yall,

Sorry for this tier-0 violating MR. There are a few attributes in the pad trigger decoding which weren't included in the RDO because I thought they wouldn't be useful for offline analysis. But, after some offline analysis, we realized these are useful.

PS. This MR is a continuation of the failure to rebase/merge in !60789 (closed)
