LAr SC calib. data processing

Pavol Strizenec requested to merge pavol/athena:SC_decode_averaged_1 into master

This MR finalise the adaptation of new LAr calibration data processing workflow to be able to process SuperCells data as well. Also the global ConfigFlags are removed. Not used in reco workflow, only in the special calibration data processing jobs.
