AnalysisTop: Update R22 Jet/MET pre-rec configs to bugfix version

After a bug was discovered in the GSC of the new R22 Jet/MET pre-recommendations, a new config was provided as described in the pre-rec twiki.

This MR implements the new config PreRec_R22_PFlow_ResPU_EtaJES_GSC_February23_230215.config in AnalysisTop.

The MR addresses ANALYSISTO-1285.
