Enable other menus tests than high mu pp

This MR enabled testing of CA lowMu and HI menus construction. The HI is still failing due to egamma config. Tagging @qhu @kciesla and @fwinkl I know that commented HI test is not optimal but I did not feel like changing the GammaFactories in this MR. @campanel - there is one piece of conf code for monitoring histograms that is moved (finally) to the right palce.
