Update HGTD.Geometry.useGeoModelXml flag + Run4 geotag for CI tests

This MR updates the value of the flags.HGTD.Geometry.useGeoModelXml to True + the ATLAS-P2-RUN4-01-01-00 geotag for the Run 4 CI tests.

Once this is in, the q447 AMI tag can be updated to use the ATLAS-P2-RUN4-01-01-00 geotag.
