Setting default decoration prefix name for the output of TrackStateOnSurfaceDecorator

Setting a default ("notSet") prefix name in the TrackStateOnSurfaceDecorator tool. If no prefix is manually set in the derivation framework using this tool, the job will return an ERROR.
