G4AtlasUserActionConfig: Allow UserActionsSvc used by G4AtlasAlg to use OptionalUserActions

Merged John Derek Chapman requested to merge jchapman/athena:G4AtlasAlgOptionalUserActions_main into master

This is functionality that missed being migrated from the legacy configuration.
The update has been tested locally, but G4AtlasAlg is not used in current production configurations, so it should be safe to add.
