Adding MMTP L1A ROD Decoder
Connecting the NSWTriggerCommonDecoder with RDOs, filling RawDataContainers.
The MMTP L1A path has 3 data elinks (with a common header), containing MM ART hits and MMTP segments in a given window. The ROD decoder here is flattening the three elinks in the hit and segments DataVectors of the NSW_MMTP_RawDataCollection.
For now this class is not connected to any workflow (we don't have official P1 data from 2022 anyway). After this MR will add that.
