CA migration for combined muon trigger algorithms

-Migrating more of the algorithms in the muon trigger to use the CA based configuration (ATR-25086) for combined muons. -Switching off the error optimisation to keep the configuration the same as in the legacy version -Some factoring out of the view data verifiers while converting them to CA based, and replacement of the MuonGeoemetryFlags.
