SCT LO_GAIN and HI_GAIN defects treatment for data22

Implementing an update of the LO_GAIN and HI_GAIN defect definition for 2022. This fix makes the defect handling reflects the minor DAQ changes applied from August 2022. This relates to the past two merge requests !58718 (closed) and !59125 (merged). tag: @csebasti @bgallop
