convert HITowerWeightTool to AthAlgTool

HITowerWeightTool is converted from asg::AsgTool to AthAlgTool. This allows to use EventContext when accessing EventInfo container, instead of former evtStore. The tool was also excluded from AnalysisBase, as it's used during Athena reconstruction or during derivation production; it's not used at the analysis level.
