MET Handling of Low Pt Electrons

Michael Holzbock requested to merge miholzbo/athena:dev-MET-lowPtElectrons into 23.0

Propagates an adjustment from R21 METMaker to R22: drop warnings when a low pT object isn't contained in the METAssociationMap to avoid polluting log files. In addition, the MR drops the threshold for objects to be written out in the AssociationMap form 5 to 4 GeV to reflect the support down to 4.5 GeV electrons from the Egamma group.
