Prepare NSW data decoding for the possibility of having multiple ROBFragments per sector

Patrick Scholer requested to merge pscholer/athena:ATLASMCP163 into master

Since there might be a change in the readout architecture of the NSW leading to multiple ROB ids and therefore ROB fragments per sector this MR aims at preparing the NSW data decoding for this change.
