Add HI new JO test

Adds tests mentioned in ATR-27049 @qhu @jkremer @asmaga There are issues though, namely the test touches some never used code now. i.e. here the alg is configured with property that it does not have: https://gitlab.cern.ch/atlas/athena/-/blob/master/Trigger/TrigAlgorithms/TrigCaloRec/python/TrigCaloRecConfig.py#L603 Very strange that we have not encountered it so far.

also tagging @fpastore to comment on the hack disabling chains in newJO main script.
