Fixup for the previous commit to T2VertexBeamSpotMonitoring.py

There was one extraneous parameter added to makeLBNHisto1D which I forgot to remove after I updated the implementation. The parameter was not actually used anywhere in the code, but I want to restore correct behavior anyways.
